Header flexibility issue and profile upload conflict

Hello, I have WordPress v4.8.1 website and Enigma Premium Advance theme.

Header problem : Can't put a picture with a fixed size that suits all devices. If it fits desktop screen with website email and social media icons then it will be messy with mobile view. Also can't remove site Title and tagline from site identity without loosing the header size. I need the header picture to be with a fixed size that will be stretched for big screen and collapse on smaller one and I want the ability to remove site identity variables, support email and social icons without losing the header size in any device.

Profile pictures issue : Users cannot change their profile picture or cover picture while they are in their profile page. I tried to change the theme and then the problem was fixed. So there is something that is making this conflict related to the theme.

Hello,

Your title and tagline issue is solved.

And for your Header problem: your header image cant be fixed for all devices. Because different devices have different sizes, so it cant be fixed.

Yes its better now with CSS. What about the profile pictures issue? still users can't upload pictures to profile picture and profile cover picture

Here is the screen shot of the issue.
In the user page> Edit profile > then choosing "change your cover photo" or clicking on user profile photo and choosing "change photo"

then choosing a photo from your device it doesn't show resizing which is first error

also when clicking apply it doesn't change the photo thats the second error
same thing for user profile picture

But when I try the same steps with another theme it works. So I think there is a theme conflict
