According to WordPress,
WordPress 4.9 will be the second “major” release of 2017 with the theme of editing code, managing plugins and themes, a user-centric way to customize a site, and polishing some recently added features over this last year. Mel Choyce and Weston Ruter are the co-Release Leads for 4.9.
The expected release date is November 14th, 2017.we have the beta version of it to check out its feature.
It is still under development, so some features may not make it to the final release. We will discuss some of its features.
The WordPress 4.8 introduced media and image widgets and 4.9 is now ready with new Gallery widget.
The WordPress 4.8 text widget has visual and plain text editors. but, if you wanted to add an image, you need to write HTML code.
WordPress 4.9 will fix this by adding the ‘Add media’ button on top of the text editor. Now users easily add images inside the rich text widget.
In WordPress 4.9 when you save changes in the widgets content the save button text “Save” converted into “Saved” and button disabled

In WordPress 4.8 when we change the theme by customizer we can only see the installed theme but WordPress 4.9 gives new experience as we can see the pre-installed theme as well as WordPress.org websites themes and install them by click on “Install & Preview” button.

WordPress 4.9 will improve code editing experience by highlighting the syntax error in custom CSS, theme editor, or plugin editor.
This code editor comes with syntax highlighting, code suggestions, and auto-completion.
If a user does not want to show syntax error highlight it can easily be disabled just go into the admin panel and click on menu User.
WordPress 4.9 Improve the flow for creating new menus in the Customizer

when you choose to Create New Menu in Customizer it shows box for name and menu locations at the same place. But this screen will show up when you create a new menu.
After, you will go to add pages to your new menu. You can also still change your menu location.
When you return to Menus after you have at least one menu, you’ll see Menu Locations as well. So, it’s a good addition to address the common problem faced by the users.
When a user tries to change their email address, or anyone attempts to change the site admin email address, the following will happen
A confirmation email gets sent to the new email address and must be clicked in order to confirm the change
The old site admin will receive an email, notifying them of the change
The old email address will receive an email confirming the change, and it will include the new email address within the email
